Applying for interstate operating authority with FMCSA starts a clock. The authority is not activated until required filings are on record, including proof of liability insurance filed by your insurer and a process agent designation.
The order of operations
- Apply for your USDOT number and operating authority through FMCSA's registration system.
- Line up insurance quotes during the protest period. Insurers will want your docket number, drivers, equipment and commodities.
- Bind the policy. The insurer then files the required liability form with FMCSA. Household goods carriers also need a cargo filing.
- File your process agent designation (BOC-3).
- Confirm the authority shows active before taking loads.
Coverage a new carrier usually discusses
- Primary auto liability at or above the federal minimum for your operation, and often higher if shippers or brokers require it
- Motor truck cargo
- Physical damage for owned or financed units
- General liability, and workers compensation if you have employees
What underwriters look at for a new venture
Without a loss history, insurers rely on the owner's and drivers' experience, motor vehicle records, the commodities and the radius. Hauling the kind of freight you already know helps. Our box truck and dump truck pages cover two common starting points, and the regions page explains how location in New York is viewed.
